other changes like gettring rid of the ToggleButtonGroup are deffered in favor of wrapping the group in a Toolbar

* localize scroll to bottom button, expose PromptFocusContext if users arent using our prompt field

* add "failed" Response status and variant where the response doesnt have a panel to display

* expose isDisabled/placeholder and add onKeydown
